IntroductionSTOOS Consulting is an international consultancy firm specialized in research, assessments, third-party monitoring, monitoring and evaluation (M&E), and capacity building for humanitarian and development organizations. The firm works with international NGOs, UN agencies, development institutions, and government partners to generate reliable evidence that supports effective programming and informed decision-making.STOOS operates across Africa, the Middle East, Europe, and Asia, delivering high-quality research and evaluation services in sectors such as economic development, livelihoods, education, governance, climate resilience, migration, and social protection. Through a network of field researchers and country coordinators, STOOS regularly supports baseline studies, evaluations, needs assessments, market studies, and monitoring assignments.To support upcoming research and evaluation assignments in Central Asia, STOOS Consulting is seeking to engage a Monitoring, Evaluation, and Research Field Manager based in Kazakhstan to coordinate field activities and ensure high-quality data collection and stakeholder engagement.Position OverviewThe Field Manager will support the planning, coordination, and supervision of research and evaluation activities implemented in Kazakhstan. The role will focus on ensuring efficient field operations, strong coordination with enumerator teams and stakeholders, and adherence to research methodologies and ethical standards.Working closely with the STOOS research and project management teams, the Field Manager will ensure that data collection activities are conducted in a timely, accurate, and professional manner, supporting the overall quality of research outputs.Key ResponsibilitiesThe Field Manager will play a central role in ensuring the successful implementation of field activities by:
  • Coordinating the planning and implementation of field data collection activities, including surveys, interviews, focus group discussions, and field observations.
  • Supervising enumerators and field researchers, ensuring adherence to approved methodologies, data collection protocols, and ethical standards.
  • Supporting the training and orientation of enumerators on research tools, digital data collection platforms, and safeguarding principles.
  • Conducting field monitoring, spot checks, and quality control procedures to ensure data accuracy and completeness.
  • Facilitating stakeholder coordination with local authorities, community leaders, research institutions, and civil society organizations to support field implementation.
  • Addressing operational challenges during fieldwork, including logistical coordination and access to research locations.
  • Providing regular updates and operational reports to the STOOS central team on field progress, emerging issues, and contextual insights.
  • Supporting the documentation of field observations and contextual findings that may inform analysis and reporting.
Required QualificationsCandidates interested in this role should demonstrate the following qualifications:
  • Bachelor’s or Master’s degree in Social Sciences, Development Studies, Economics, Public Policy, Statistics, Public Administration, or related fields.
  • Minimum 5 years of professional experience in research coordination, monitoring and evaluation, or field data collection management.
  • Demonstrated experience managing enumerator teams and supervising field research activities.
  • Strong understanding of local governance structures, research environments, and development programmes in Kazakhstan.
  • Experience working with international NGOs, development organizations, or research institutions is highly desirable.
  • Fluency in Kazakh and/or Russian, with working knowledge of English preferred.
  • Strong organizational, communication, and coordination skills, particularly in field-based operational contexts.
Engagement ModalityThis position will be engaged on a consultancy basis, with assignments implemented depending on STOOS project needs and research activities in Kazakhstan. The Field Manager will work closely with STOOS project managers and research leads to ensure the effective coordination and delivery of field research activities.
