Global DTC Pte Ltd, a Member of the PSA Group, is the developer and operator of DTC (Digital Trade Corridor) platform designed to digitise document and process flows for multi-modal logistics along international transport corridors between Asia and Europe.Head-quartered in Singapore, Global DTC has resources in Singapore, Central Asia and the Caucasus. To support this commitment, we are seeking a highly skilled Chief Accountant to lead our accounting team, ensuring accurate financial management, compliance, and reporting as we grow.Job Overview:
As the Chief Accountant, you will oversee all accounting functions, focusing on the integrity and accuracy of financial reporting. You will collaborate closely with the CFO and Finance Manager to align accounting operations with broader financial strategies. Your leadership will be vital in guiding financial operations, supporting compliance with local and international regulations, and facilitating effective decision-making. Experience in tracking project costs across the organization’s products and services is preferred.Key Responsibilities:Accounting, Cashflow Management & Banking RelationsOversee the preparation, analysis, and reconciliation of financial statements, ensuring compliance with local and international accounting standards.Manage the monthly financial close process to ensure accurate and timely reporting and forecasting.Develop and implement financial policies and procedures to maintain internal controls and optimize cash flow.Supervise and mentor accounting staff, fostering a collaborative and growth-oriented culture.Ensure the accuracy and integrity of accounting records, including master data management related to IT product and service costing.Lead harmonization of the chart of accounts to reflect group-wide reporting and costing requirements across jurisdictions.Monitor cash flow, ensuring liquidity for operations and supporting working capital management.Oversee payment processes, ensuring timely and accurate payments to vendors and stakeholders while maintaining financial controls.Liaise with banks to manage corporate accounts, monitor transactions, and ensure smooth processing of payments, transfers, and financing needs.Regulatory Compliance & AuditsEnsure adherence to local and international regulations, including compliance with Kazakhstan tax law, IFRS, and other relevant standards for Global DTC’s multinational operations.Support the CFO and Finance Manager in ensuring compliance with reporting and regulatory requirements of the National Bank of the Republic of Kazakhstan related to Shareholders' investments from Singapore.Focus on executing compliance for legislative and regulatory changes, including Astana HUB tax exemptions and financial regulations, maximizing benefits within the free economic zone.Coordinate with external auditors to facilitate the audit process, ensuring compliance with accounting standards and efficiently addressing any audit findings.Demonstrate proven positive experience in supporting external financial audits conducted by international audit firms (e.g., Big Four or equivalents).Operational ExcellencePrepare and present financial reports and analysis to senior management, providing insights for data-driven decision-making.Lead and participate in financial projects focused on improving operational efficiency, including system upgrades, automation, and process optimization.Provide financial data and analysis to support performance monitoring and cost optimization, contributing to overall business strategy.Continuously evaluate financial databases and reference data to enhance reporting accuracy and reliability.Implement best practices in financial operations, ensuring timely execution and fostering a culture of accountability and excellence.Professional Requirements:
- Bachelor’s degree in accounting, Finance, or a related field; CPA/ACCA or equivalent preferred.
- 5+ years of accounting experience, including 2+ years in a leadership role.
- Demonstrated track record of successful collaboration with international audit firms during financial audits.
- Proficiency in 1C; familiarity with SAP/Oracle is an advantage.
- Strong knowledge of Kazakhstan tax regulations and experience with fiscal agencies.
- Proven experience in cash flow management and financial controls.
- Strong organizational and analytical skills with attention to detail.
- High integrity in handling sensitive financial information.
- Fluency in Russian, English, and Kazakh; proficiency in Chinese is a plus.
- Excellent communication and supervisory skills.
