The Astana International Financial Centre (AIFC) is seeking a Mining Project Manager to play a central role in strengthening AIFC’s mining regulatory frameworks, contract standards, and investment environment, while supporting the attraction of global capital into Kazakhstan’s mining industry.The Mining Project Manager will be responsible for developing and updating AIFC’s mining-related regulations, contractual frameworks, and investment standards. In addition, the candidate will be responsible for developing innovative financial products together with Head of Project, from concept design to implementation, with the goal of facilitatting financing into Kazakhstan’s mining sector. The Mining Project Manager role requires expertise in project management and understanding of financial markets, experience with the mining industry is a storng plus. The successful candidate will ensure that AIFC provides a transparent, investor-friendly, and internationally competitive environment for mining finance.Key Responsibilities
  • Develop, review, and update regulatory frameworks, model contracts, and investment guidelines for the mining sector within AIFC.
  • Align mining-related regulations with international best practices, ensuring transparency, investor protection, and ESG compliance.
  • Collaborate with policymakers, internal AIFC and external regulators, and industry stakeholders to refine AIFC’s legal and contractual standards.
  • Support the conceptual design, structuring and implementation of mining investment vehicles, securities, and innovative financing instruments within AIFC’s capital market framework.
  • Conduct market research and benchmarking of international mining jurisdictions to position AIFC as a global hub for mining finance.
  • Engage with international investors, financial institutions, and local mining companies to promote AIFC’s platform for mining-related investment.
  • Prepare structured and visually engaing presentations, policy papers, investment briefs, and other necessary documentation and correspondence for AIFC internal teams, senior management and market participants and internal AIFC teams.
  • Liaise and manager all required internal and external stakeholders to insure successful implementation of project.
Qualifications and Experience
  • Minimum 3+ years of experience in project management, investment structuring, mining finance or related field.
  • Strong knowledge of financial instruments, capital markets, and investment structuring is a plus.
  • Understanding of the mining industry lifecycle (exploration to production) and associated investment risks is a plus.
  • Track record in developing or applying regulatory frameworks and contractual standards is a plus.
  • Experience engaging with regulators, investors, and international financial institutions.
  • Excellent analytical, negotiation, and stakeholder management skills.
  • Fluency in English is required; proficiency in Russian and/or Kazakh is highly desirable.
  • Strong Powerpoint skills is a requirement, strong knowledge of Microsoft Office.
  • Expertise in conducting industry research and market analysis, analyzing complex documents.
  • Ability to present complex information clearly and in a structured manner.
  • Strong teamwork and communication skills
