Job DescriptionJob DescriptionThe Regional Quality Leader (RQL) will own and drive delivery on commitments for regional locomotive fleets performance across EMEA region. In partnership with the Service Leaders, the RQL is the primary point-of-contact for customer quality and reliability related topics. The RQL interfaces directly with all levels of customers/partners management and across the entire Wabtec matrix. The RQL will also work closely with Services to support the launch of new service accounts inclusively off shop initiatives, workscopes and new locomotive orders.Responsibilities:
  • Lead efforts to ensure customer service excellence for assigned customers.
  • Manage cost control, quality, and operations-oriented customer communications.
  • Network with engineering, fleet management, commercial and program management teams to identify and drive solutions to reliability issues. Prioritize projects and improvements with engineering and ensure solutions are cut-in on future production of locomotives or parts. Monitor and support engineering projects to drive case age goals.
  • Manage Service team L1 & L2 Certification Program
  • Participate and lead business Six Sigma process.
  • Manage internal and customer communication regarding fleet performance, reliability program status, warranty, and issue investigation
  • Support maintaining tracking systems (CCD, Reliance and other systems) and develop project and execution plans to meet internal targets for assigned fleets and customers.
  • Participate in development and lead the execution of the Services growth strategy for the region.
  • Coordinate with engineering to create detailed workscopes with schedules and planned expenditures for modification programs
  • Support and liaise with Fleet Program Managers, Project Managers and/or account material leaders for FMI material planning and logistics
  • Support coordinating field tests (FTONs) with Fleet Program Managers, engineering, Service Leaders and GLO Program Management team.
  • Support execution and plan for reliability programs associated with all assigned locomotive fleets.
  • Deliver post-project analysis to determine FMI reliability effectiveness and cost or productivity targets.
  • Provide direction and leadership to drive for process improvements across all functions involved in delivery of service and warranty to the customer
  • Lead FPM, Technical Trainers, Reliability Coordinator direct reports - educate and drive processes, develop and grow employees through leadership, coaching and delegation.
  • Manage Quality Leader direct reports to achieve shop operational quality goals including repeater rates, RX reissue rates, workmanship, workscope compliance and shop-based training.
  • Provide accurate and timely information to assigned personnel regarding salary planning, performance appraisals, career coaching and disciplinary action as required.
  • Be a champion of all aspects of service quality and technical delivery of projects.
  • Take a leadership role in the definition of elements and recommendations supporting the overall best interest of both the customer and the company
Requirements :
  • Bachelor's degree from an accredited university or college with at least 5 years of experience in an engineering, manufacturing, or leadership role.
  • At least 5 years additional experience in locomotive field services, manufacturing or maintenance position. This role requires extensive locomotive product and technical knowledge from day one.
  • Must be able to travel up to 25% of the time across assigned region
  • Fluent in English & Russian languages (writing, reading, listening, speaking)
  • Proficiency in MS Office applications.
  • Must have legal authorization to work in Kazakhstan.
Desired Qualifications:
  • Business and finance acumen.
  • MBA degree.
  • Demonstrated ability to analyze and resolve problems.
  • Demonstrated ability to lead programs / projects.
  • Ability to document, plan, market, and execute programs.
  • Established project management skills.
  • Successful previous leadership and/or manager roles
  • Knowledge of locomotive service and customer operations preferred
  • Demonstrated networking ability and influencing skills
  • Demonstrated ability to manage multiple priorities and deliver to commitments on time
  • Strong oral and written communication skills, able to interface at all team levels - internally and externally
  • Strong interpersonal and leadership skills
  • Commitment to customer satisfaction
  • Sound technical expertise and analytical skills. Six Sigma Greenbelt and Blackbelt certifications a plus.
  • Multi-lingual beyond English preferred
