Develop and implement the Project HSE Plan and ensure compliance with local regulations and ISO 45001/14001 standards
Lead safety inductions, Toolbox Talks, and awareness campaigns to promote a zero-incident culture
Conduct regular audits and site inspections; manage Permit-to-Work (PTW) and Lockout/Tagout (LOTO) procedures
Investigate incidents and near misses using Root Cause Analysis (RCA) and define Corrective and Preventive Actions (CAPA)
Coordinate environmental control measures including waste management, emissions, and spill prevention
Monitor and report HSE KPIs to project management and client representatives
Liaise with local authorities and ensure regulatory compliance at all times
Lead emergency preparedness planning and response procedures on site

Requirements

Degree in HSE, Engineering, Environmental Science, or a related discipline
Minimum 8 years of HSE experience on construction or industrial sites, including at least 3 years in a leadership role
NEBOSH, OSHA, or equivalent certification required
Strong knowledge of construction HSE practices, preferably within CIS / Central Asia region
Proven leadership skills with the ability to influence and drive a strong safety culture
Strong experience in audits, inspections, and incident investigation
Fluent English (mandatory)
Russian and/or Kazakh (highly preferred)
