The Senior Manager - Government Relations coordinates AIFC’s engagement with government authorities and industry associations, ensuring consistency, regulatory alignment, and strategic positioning. The role focuses on stakeholder management, legislative and regulatory analysis, and support of policy advocacy initiatives. The position also contributes to the development and implementation of GR strategies, including stakeholder mapping and engagement roadmaps to mitigate regulatory risks.Responsibilities:
  • Build and maintain strategic relationships with government authorities, public institutions, and industry associations, including high-level engagement with ministries, Parliament, central executive bodies and etc.
  • Monitor legislative and regulatory changes, analyze their impact on AIFC operations and strategic initiatives, and prepare analytical notes, briefs, and institutional position papers.
  • Draft advocacy materials, including position papers, policy proposals, and proposed amendments, to protect and promote AIFC’s institutional and business interests.
  • Develop stakeholder maps and execute GR engagement roadmaps to mitigate regulatory and policy risks and support implementation of the Government Relations strategy.
  • Coordinate centralized government communications, official correspondence, meetings, and follow-up actions across AIFC units.
  • Participate in interagency working groups, commissions, and expert councils to represent AIFC in policy and regulatory discussions.
  • Maintain a unified registry of government interactions and ensure proper documentation, reporting, and follow-up.
  • Prepare analytical reports, dashboards, and KPI-based materials (participants, investments, taxes, etc.) to support management decision-making.
  • Support the use of Power BI and other data analytics tools for reporting, visualization, and performance monitoring.
  • Contribute to drafting internal GR policies, methodologies, templates, and procedures.
  • Ensure confidentiality, accuracy, and compliance of regulatory, analytical, and official documentation.
  • Support priority national initiatives (e.g., aviation hub, digital economy, green finance) requiring coordinated interagency engagement.
Requirements:
  • Bachelor’s or Master’s degree in Law, Public Administration, Political Science, Economics, Public Policy, International Relations, or related fields.
  • Certificates in Government Relations / Public Affairs are an advantage.
  • Minimum 5 years of experience in Government Relations, Regulatory Affairs, state bodies, quasi-public organizations, consulting, or international/financial institutions.
  • Proven experience in stakeholder engagement and legislative/regulatory analysis.
  • Strong analytical, critical thinking, and problem-solving skills.
  • Ability to work independently, manage multiple priorities, and meet deadlines.
  • Excellent written and verbal communication skills.
  • Strong organizational and time-management abilities.
  • Advanced user of MS Office (Word, Excel, PowerPoint).
  • Experience with legal databases (Adilet, Paragraph).
  • Knowledge of data analytics and visualization tools (Power BI) is an advantage.
