Department ContractsReports to Project DirectorJob summaryThe Contracts Manager is responsible for overseeing and managing all contractual and commercial aspects of the sugar factory construction project. The role is responsible for ensuring that all contract and procurement processes align with project goals, legal frameworks, and stakeholder expectations. Play a pivotal role in managing complex contracts, mitigating risks, and supporting strategic decision-making throughout the project lifecycle.Job responsibilitiesEssential duties, responsibilities and accountabilitiesStrategic Contract Leadership
  • Serve as the project’s senior authority on all contractual matters.
  • Develop and implement contract strategies to support project objectives.
  • Lead high-value negotiations with EPC contractors, consultants, and vendors.
Contract Development and Oversight
  • Draft, review, and manage high-value contracts including EPC, design-build, supply, and consultancy agreements.
  • Ensure all contracts comply with international standards (e.g., FIDIC, NEC) and local regulatory requirements.
  • Establish standardized procedures for contract lifecycle management, approvals, and compliance.
Claims, Disputes & Risk Management
  • Lead the resolution of complex claims, disputes, and variations.
  • Proactively identify contractual risks and implement mitigation strategies.
  • Represent the project in high-stakes contractual discussions and dispute resolution forums (e.g., arbitration, adjudication).
Governance and Compliance
  • Ensure adherence to governance frameworks and corporate policies.
  • Liaise with legal counsel on compliance, contract interpretation, and litigation risks.
  • Maintain robust documentation and audit trails to support transparency and accountability.
Team Leadership & Stakeholder Management
  • Lead a team of contract administrators, quantity surveyors, and commercial managers.
  • Build strong relationships with key stakeholders including project owners, financiers, and government bodies.
  • Provide strategic guidance to engineering, procurement, and construction teams.
  • Qualifications & Experience:
  • Bachelor’s degree in law, Quantity Surveying, Construction Management, or Engineering.
(Advanced degree or MBA preferred.) * Minimum 12-16+ years of experience in contract management, with at least 7 years at senior level on large-scale industrial or infrastructure projects.
  • Proven track record managing contracts for complex, high-capex projects, ideally in agro-industrial or process plant construction.
  • Deep knowledge of FIDIC, NEC, EPC, and other international contract forms.

Employment conditions: 24 annual leave days, medical insurance.The Kazakhstan Sugar Project involves setting up a large-scale sugar processing factory, namely the Qazaq Arab Sugar, in the Almaty region of Kazakhstan.The sugar factory is expected to produce white sugar as the primary product, with pulp and molasses as secondary ones.This new sugar factory will aim to cater to the domestic sugar demand of 600k MT, thus enabling the substitution of imports and reducing Kazakhstan’s import bill. In-addition the Project provides the opportunity of exporting surplus production to neighboring CIS countries and other Asian regions.
