We are seeking a skilled and dedicated Senior Business Analyst to join our team and contribute to a major digital transformation initiative within the public sector. This project focuses on the development of a Unified Digital Platform, transitioning government workflows from a document-driven model to a data-driven operating model. The goal is to enhance operational efficiency, transparency, and overall value delivery for government institutions.This role is focused on early-stage discovery and business process assessment. The selected candidate will be expected to work closely with operational stakeholders, uncover real process gaps, and structure fragmented workflows into clear AS-IS and TO-BE models.Join our team in our well-equipped office in Astana.ResponsibilitiesCollaborate with stakeholders to gather, analyze, and document business requirementsDevelop detailed business and functional requirements, ensuring alignment with project goalsConduct data analysis to support decision-making and identify opportunities for process improvementsFacilitate workshops and meetings with stakeholders to validate requirements and obtain feedbackWork closely with development teams to ensure requirements are understood and implemented correctlyAssist in the creation of user stories, use cases, and process flow diagramsMonitor project progress and provide regular updates to stakeholders and project managersEnsure compliance with regulatory and governance standards throughout the project lifecycleProvide ongoing support and training to stakeholders to ensure successful adoption of the new platformLead AS-IS process discovery and stakeholder analysis across multiple departmentsIdentify structural gaps, inefficiencies, and conflicting requirements in existing workflowsDevelop structured process models (BPMN L2/L3), stakeholder matrices, issue registers, and integration overviewsDrive clarification in ambiguous or politically sensitive situationsProactively engage senior stakeholders and challenge assumptions where necessarySynthesize large volumes of fragmented information into clear, actionable artifactsLeverage AI tools to accelerate documentation, analysis, and synthesis of stakeholder inputRequirementsProven experience as a Business Analyst, preferably within the governmental sectorStrong analytical skills with the ability to interpret complex data and translate it into actionable insightsExcellent communication and stakeholder management skillsAbility to operate effectively within a regulated and process-driven environmentExperience with digital transformation projects and data-driven operating modelsProficiency in business analysis tools and methodologiesStrong problem-solving skills and attention to detailAbility to work on-site in Astana consistently due to the nature of stakeholder collaboration and project governanceHigh level of autonomy and ability to operate in ambiguous environmentsStrong stakeholder management skills, including the ability to ask challenging questions and navigate resistanceComfortable working in complex, regulated public-sector environmentsPractical experience using AI tools to support business analysis activities is an advantageNice to haveBachelor's degree in Business Administration, Information Technology, or a related fieldCertification in Business Analysis (e.g., CBAP, CCBA) is a plusFamiliarity with government workflows and processesUpper-Intermediate English language proficiency (B2)Proficiency in the Kazakh language is a plusWe offer/BenefitsWe connect like-minded people:
