1. Education: Higher professional education in one of the following fields: water resources and water management, hydrology, hydraulic engineering, sanitation and ecology, international law and international relations.2. Work experience: At least 5 years of experience in the field of water resources protection and use, including experience in leadership positions. An academic degree is welcome. Experience interacting with international organizations, donors, and/or participating in international projects will be an advantage.3. Language and communication skills: Fluency in English, Russian, and the state languages, both orally and in writing. Skills in business correspondence and negotiations with foreign partners in English.4. Professional knowledge: The candidate must have knowledge and practical skills in the following areas:
  • legislation of the Republic of Kazakhstan in the field of water resources protection and use;
  • principles and instruments of transboundary water cooperation, including approaches applied within the framework of the Water Convention;
  • modern approaches, scientific and technical solutions, and best practices in water resource management;
  • labor legislation, occupational health and safety;
  • procedures for preparing, coordinating, concluding, and implementing international agreements;
  • principles of project management, planning, and reporting
