Education and work experience:Higher education (University degree or higher) in Business and Management, Social Sciences, Journalism and Information and not less than 5 years of work experience in managerial positions.Work experience in the field of corporate relations, work with state authorities or public is desirable and preferableMain functions:
  • Develop and implement strategy of risks restriction and influencing on stakeholders for supporting of KPO's business objectives in frameworks of FPSA as business entity in WKO and Burlin District;
  • Organize and provide regular interaction of KPO in WKO/Burlin governmental executive and legislative bodies and agencies in WKO and Burlin District;
  • Support to KPO's sustained positive image and Partners with regional and local authorities, and also development of business reputations of KPO in relations with local governmental bodies and public organisations;
  • Develop and implement effective consultation, monitoring and reporting system as a tool of solving problems on relations with regulatory and controlling bodies of WKO and Burlin District in case if these issues have an impact on direct activities of KPO;
  • Manage the department, including planning, budget outcomes, contract administration and managing the department's staff;
  • Interact with the various KPO departments to ensure that relations with state organs are reflected on the overall stakeholders' matrix;
  • Serve as a liaison for KPO contacts with high level regional and local government officials, politicians and NGOs, expend and maintain the Venture's network with the local political and business elite;
  • Promote to all KPO Departments with establishment of the business contacts with relevant state bodies of WKO and Burlin District; also communicate with Corporate Communications department to ensure the consistency of communicated messages;
  • Represent KPO and its interests at the meetings with WKO and Burlin District at a high level as appropriate;
  • Identify and influence the key issues, affecting on KPO's reputation and image. Inform and provide advisory to KPO management on arising issues at the regional and local level to include them into the Plan of Political Risks Mitigation;
  • Provide necessary advisory and assistance to the KPO Departments on assessment of the environment and social impact;
  • Provide support to VIP visits to the Karachaganak Field.
Necessary knowledge and skills:
  • Intermediate (B1) Kazakh level is an advantage on this role;
  • Methods of analytical and strategic thinking and viewing issues in macro-perspective;
  • Logics of ongoing and perspective political, economic and business processes and developments, relevant to the Venture's activity;
  • RoK regulatory norms, state laws and regulations governing information application and communication of public information;
  • Business communication ethics;
  • Basics of sociology and social psychology;
  • Basics of production technology, structure of company management, perspectives of innovation and investment activity;
  • Basics of paperwork;
  • Modern tools of information gathering and processing;
  • Development, introduction and assessment of communication plans' effectiveness and its budget planning;
  • Budget preparation skills;
  • Capability of developing, implementing and appraising effectiveness of communication plans;
  • Knowledge of various PC Programmes, including MS Office, Internet Explorer and HTML basics;
  • Excellent communication skills;
  • Ability of effective planning and achieving goals in deadline frames.
